According to the Binh Thuan provincial People's Committee (PPC), Binh Thuan province has 113 potential areas/projects for solar power with a total capacity of 11,648 MWp on an area of 14,198 ha, among which, there are 90 projects with a total capacity of 5,341.06 MWp on an area of 6,720.48 hectares and a total registered investment capital of VND137,208.85 billion, considered and approved by Ministry of Industry and Trade (MOIT) in the project "Solar Power Development Planning in Binh Thuan province up to 2020 with a vision to 2030".
Of these, 28 solar power projects with a total capacity of 1,475 MWp have been approved by the Prime Minister, Ministry of Industry and Trade to be put into the National Power Development Planning and 23 projects with a total capacity of 1,115 MWp have been provided investment policy of Binh Thuan PPC for 23 investors. The investors of these projects registered to start constructing them in 2018 and put into commercial operation before 30/6/2019.
However, the most of these projects are difficult to be completed in time (30/6/2019), because of that, they are located in the national reserve area of titanium minerals, which has not been approved for implementation, by the Prime Minister and Ministry of Natural Resources and Environment (MONRE).
Therefore, solar power projects cannot be implemented and MoIT also cannot additionally consider, appraise and approve the solar power projects located in the area of national reserves of titanium minerals to the national power development planning.
For removing these difficulties, Binh Thuan PPC would like to ask the Prime Minister and MONRE as soon as possible to adjust the planning of the national reserve area of titanium minerals.
In the coming time, after the Prime Minister approving the planning adjustment of the national reserve area of titanium minerals to 50 years, the MOIT approving the additional power development planning, the investors should start to develop projects so that the time of commercial operation of solar power projects in Binh Thuan province at 30/6/2019 as stipulated in Decision No. 11/2017/QD-TTg dated 11/4/2017 on the mechanism of promotion and encouraging the development of solar power projects in Vietnam could be met.
For solar power projects appraised by the Department of Electricity and Renewable Energy - MOIT, Binh Thuan PPC asks the Prime Minister to allow the MOIT to consider and then report to the Prime Minister and additionally approve these projects into the provincial power development planning, including projects located in the area of national reserves of titanium minerals.
For solar power projects, Binh Thuan PPC has submitted to MOIT, Binh Thuan PPC asks the Prime Minister to allow the MOIT to continue appraising and then report to the Prime Minister and additionally approve to the power development planning for projects meeting the guidelines of the Prime Minister and the criteria of the MOIT according to the current regulations.
